When you go shopping for clubs, you should choose the clubs that suit you.
Therefore if you have a guy who is 6 feet tall and weighs around 150 lbs, and a lady of about the same stature, then it is likely that they might choose the same clubs.
As to the whippiness of the shaft, again it is a matter of choice. Some guys like stiff ones, as do some ladies. Others prefer them not so stiff.

Apart from what has already been stated about ladies golf clubs being shorter, they are, in my humble experience, also usually cheaper.
Of course a 5' 5" female can use steel shafted mens golf clubs! At least you won't be embarrassed by those girly pinks and lilacs - euch! However, unless you're built like an Amazonian, I think carbon shafted clubs give more result for less effort.
Because I'm a 5' 1" female, I chose a set of Junior golf clubs and boy, does that work for me! Dirt cheap, too!
